1. first file carcols.dat you must remove "only for reading".

2.Find file DEFAUL.IDE, .../data/ 
(C:\program Files\Rockstar Games\Grand Theft Auto Vice City\data\)

3. file "Defaul.ide", OPEN

4. for opening file enter choose from the list.

5.And set open like "Notepad" (textual document, TXT), and give OK.

Now you already will not nothing defend open file.

6.Open README.TXT car whose you are yourself skinning, make copy row with set up for DEFAUL.IDE

7.Open again "DEFAUL.IDE" and find car that have you want replace by (in this case is it "greenwoo", it then sought in set (CTRL+F) and REPLACE (PASTE) row therewith by car behind row setting make copy from README.

8. Now Defaul.ide SAVE.
